「われらはあなたに答え申し上げましょう」と。「王よ、どうかお知りください——天の輪宝（チャッカラタナ）が消え去ったことを」と。
そのとき、灌頂を受けた刹利（カッティヤ）の王は、天の輪宝が消え去ったことを知り、心に不満（アナッタマナタ）を抱き、その不満をまざまざと味わった。しかし王は、仙人のもとへ赴いて転輪聖王（チャッカヴァッティ）の聖なる法（アリヤ・チャッカヴァッティ・ヴァッタ）を問うことをしなかった。王はただ自らの考えのみによって国を治めたのである。
かくして王が己の思いのままに国を治めるにつれ、国の人々はかつてのように栄えることがなかった——往古の王たちが転輪聖王の聖なる法に従って世を治めていたころのようには。
