かの輪宝（チャッカラタナ）は、東の海に深く入りてのち再び現れ出で、南の方角へと転じていった……輪宝の止まりし所、その地においてそのつど、転輪王（チャッカヴァッティ）は四種の軍を率いて共に留まられた。さて、北の方角に在りし諸々の対立する王たちは、転輪王のもとへと参り寄って、次のように申し上げた。
「おいでくださいませ、大王よ。ようこそおいでくださいました、大王よ。この国はあなた様のものでございます、大王よ。どうか御教導くださいますよう、大王よ。」
転輪王はかくのごとく仰せになった。
「生きとし生けるものを殺してはならない。与えられざるものを取ってはならない。諸々の欲楽において邪なることを行ってはならない。また……」
