“Suppose they were to arrest a bandit, a criminal and present him to me, saying, ‘Sir, this is a bandit, a criminal. Punish him as you will.’ I say to them, 2.9. 「たとえば、わが臣下たちが、ある盗賊を、悪事を働いた者として捕らえて、わたしのもとに連れてまいり、こう申すとします。『王よ、この者は盗賊にして悪行を重ねた犯人でございます。いかなる刑罰をも、御意のままにお命じくださいませ』と。わたしはかれらにこう告げます。
『それならば、族長よ、わたしはあなたに一つの譬えを申しましょう。
かれらはその法螺貝を仰向けに置いて、こう言いました。『鳴れ、法螺貝よ、鳴れ』と。しかしその法螺貝はいかなる音も発しませんでした。そこでかれらはその法螺貝をうつ向けに置き、横向きに置き、また反対の横向きに置き、立てて置き、逆さに置いた。手で叩き、石塊で叩き、棒で叩き——
