And the Buddha answered him: “Lord of gods, the fetters of jealousy and stinginess bind the gods, humans, titans, dragons, centaurs—and any of the other diverse creatures— so that, though they wish to be free of enmity, violence, hostility, and hate, they still have enmity, violence, hostility, and hate.” Such was the Buddha’s answer to Sakka. そこで世尊（ブッダ）は、問われた問いにお答えになった。
「神々の帝釈（インドラ）よ、嫉妬（issā）と物惜しみ（macchariya）という結縛（saṁyojana）によって、神々も、人間も、阿修羅（アスラ）も、龍（ナーガ）も、乾闥婆（ガンダッバ）も、その他あまたの種類の生きとし生けるものたちも、縛られているのである。かれらは『われらは怨みなく、暴力なく、敵意なく、瞋恚（byāpajja）なく、安らかに住みたい』と願いながら、それにもかかわらず、怨みをいだき、暴力をふるい、敵意をもち、瞋恚のうちに住しているのである。」
このように世尊は、神々の帝王サッカ（帝釈天）の問いに答えられた。
神々の帝王サッカは、世尊のお言葉に心満ち足りて、歓喜し随喜した。
そこでサッカは、乾闥婆の子パンチャシーカ（五髻）に呼びかけた。
「起こりし始めあるものは、すべて……」
