He said to me: ‘Great king, the one who acts does nothing wrong when they punish, mutilate, torture, aggrieve, oppress, intimidate, or when they encourage others to do the same. 「大王よ、行為をなす者には、罰し、切断し、拷問し、悲嘆せしめ、疲弊せしめ、戦慄せしめ、あるいは他者にそれらをなさしめるとも、悪（パーパ）は生じません。殺生し、与えられざるものを取り、家屋に押し入り、財物を奪い、孤立せる建物より盗み、路上にて強奪し、他人の妻に近づき、虚偽を語るとも、なすところの悪（パーパ）はなきものです。たとえ剃刀の刃を縁とした輪宝（チャッカ）をもって、この大地に生きるあらゆる生き物を、ひとつの肉塊、ひとつの肉の山となさしめたとしても、そこより生ずる悪（パーパ）はなく、悪の報い（パーパッサ）もまたなきものです。」
