「バッダーリよ、まさにそのとおりである。衆生が衰え、正法（サッダンマ）が滅び去ろうとするとき、戒条（シッカーパダ）はいよいよ多くなり、正智（アンニャー）によって確立した比丘はいよいよ少なくなるのである。
バッダーリよ、師（サッター）は、煩悩の拠り所となる諸法（アーサヴァッターニーヤ・ダンマー）が僧伽（サンガ）のうちに現れないかぎり、弟子たちのために戒条を制定することはない。しかるに、そのような煩悩の拠り所となる諸法が僧伽のうちに現れるとき、師はまさにそれらの法を防ぐために、弟子たちのために戒条を制定するのである。
そしてバッダーリよ、かかる煩悩の拠り所となる諸法は、僧伽がいまだ大いなる広がりに達しないうちは、現れることがないのである。」
