「彼らは、その領地において、死罪に値する者を処刑し、罰金に値する者に罰金を科し、追放に値する者を追放する権限を有するでしょうか」
「ゴータマよ、灌頂を受けた刹利（クシャトリヤ）の王は、その領地においてかかる権限を有しましょう。ヴァッジ族やマッラ族のような諸共和国（サンガ）もまた、その領地においてかかる権限を有しましょう。」
「アッギヴェッサナよ、汝はいかに思うか。」
しかるに、サッチャカ・ニガンタの子は、なおも沈黙を守り続けた。
そこで世尊はサッチャカ・ニガンタの子に向かって、かくのごとく仰せられた。
