“Mendicants, the lay followers may, if they wish, make a proclamation of no confidence in a mendicant who has eight qualities. What eight? They try to prevent laypeople from getting material things. They try to harm laypeople. They insult and abuse laypeople. They divide lay people against each other. They criticize the Buddha, the teaching, and the Saṅgha. 比丘らよ、在家の信者たちは、八つの資質を持つ比丘に対して、望むならば不信任の宣言をなすことができる。その八つとは何か。
彼は在家の者が資財を得ることを妨げようとする。彼は在家の者を害しようとする。彼は在家の者を罵倒し、悪口を言う。彼は在家の者を互いに分裂させる。彼は仏・法・僧を誹謗する。彼は托鉢に相応しからぬ場所に姿を現す。
比丘らよ、在家の信者たちは、これら八つの資質を持つ比丘に対して、望むならば不信任の宣言をなすことができる。
