「比丘たちよ、汝らはいかに思うか。王たちは、ある者の悪行について次のように知らされることがある。『この者は男または女を殺害した』と。王たちはその者を殺人の罪で捕縛し、処刑し、あるいは投獄し、あるいは追放し、またはその事案に応じた処置を施す。汝らはかかる事案を見たことがあるか、あるいは聞いたことがあるか」と。「尊師よ、私どもはそれを見たことがあり、聞いたこともあります。そして今後も聞くことでありましょう」と。「では汝らは、生き物を殺すことを捨て断った者が、王たちによって捕縛され、処刑され、あるいは投獄され、あるいは追放されるという事案を、見たことがあるか、あるいは聞いたことがあるか」と。
