「比丘たちよ、転輪聖王、すなわち正義にして道理を持つ王といえども、自らの王なくして権勢を振るうことはできない。」かく仰せになると、一人の比丘が仏陀に問うた。「しかし、転輪聖王、正義にして道理を持つ王の王とは、いかなるものでございましょうか。」仏陀は答えられた。「それは法（ダンマ）である、比丘よ。比丘よ、転輪聖王は、ただ法のみに依り、法を尊び、法を敬い、法を礼拝し、法を旗印とし、法を幡とし、法を主とすることによって、その宮廷に対して正しき庇護と安穏をもたらすのである。」
