「比丘たちよ、転輪聖王たる正義の王、法にのっとりて治める王といえども、己が王なくして権力を振るうことはできない。」
かく仰せになると、一人の比丘が仏陀に申し上げた。「されば、転輪聖王たる正義の王、法にのっとりて治める王の王とは、いかなるものにございましょうか。」
「比丘よ、それは法（ダルマ）である」と仏陀は答えられた。「比丘よ、転輪聖王は、ひとえに法に依りどころを求め、法を尊び、法を敬い、法を崇め、法を旗印とし、法を幢幡となし、法を主君として仰ぐことによって、その朝廷に対し、正義に則った庇護と安寧をもたらすのである。」
